It is still necessary to concrete 18,000 kilometers of highways and 94,000 kilometers of internal canals. 13 billion cubic meters of water are lost in canals per year. This is equal to the water used by Andijan, Navoi, Namangan, Samarkand and Syrdarya for a year. Therefore, 800 billion soums will be allocated for concreting next year. The responsible agencies were instructed to complete the project and expertise of 66 main canals, to start the construction works as soon as possible, and to organize the supply of cheap cement for this.

In general, the governors, together with farmers and clusters, were tasked to cover 15,000 kilometers of internal ditches with concrete by April 1. Officials were warned that every soum allocated to each channel should be used correctly and economically.
